Short Title:
AN ACT to provide economical and efficient mass transportation in counties of the second class by the incorporation of bodies corporate and politic to be known as Transportation Authorities; granting them exclusive rights to engage in and conduct a transportation system for the transportation of persons as defined herein in such counties as set forth in a plan of integrated operation; prescribing the rights, powers and duties of such Transportation Authorities hereafter incorporated; authorizing such Transportation Authorities to acquire, construct, improve, maintain and operate a transportation system; providing for the exercise of their powers and duties, including the acquisition of property and existing transportation systems by purchase, gift or eminent domain; the leasing and selling of property, including borrowing money, issuing bonds and other obligations and giving security therefor, providing for the payment of such bonds and prescribing the rights of holders thereof; restricting the interest of members and employes of such Authorities; authorizing such Authorities to enter into contracts with and to accept grants from Federal, state and local governments or agencies thereof; authorizing municipalities to make loans and grants, and to transfer existing facilities; exempting the property and securities of such Transportation Authorities from taxation; providing when necessary for extension of transportation systems into adjoining counties and limiting the time to commence civil action against said Authorities.
