Reading Archived Legislative Bills

Conventions used in the present day to indicate changes in bills and resolutions under consideration by the General Assembly are similar to conventions used by the General Assembly in the 1800s through the mid to late 1900s, be aware that:

  • Not until the Pennsylvania Constitution of 1874 were bills introduced in the Senate and House of Representatives required to be printed when referred from committee.
  • Not until the Pennsylvania Constitution of 1968 were bills introduced in the Senate and House of Representatives required to be printed when introduced.
  • Up until 1943, bills were given a new bill number when moving between chambers.
  • Up until the 1959 legislative session, bills printed at the time of introduction were printed on pink paper to distinguish them from bills that had made it out of committee, which were printed on white paper.
