AN ACT Providing for the construction of public highways within the several townships of this Commonwealth creating the office of commissioner of highways and of county engineers defining their powers and duties providing for the cost of highway improvements made under the provisions of this act by the State and counties making an appropriation for the purpose providing for the appointment and compensation of viewers and for method of construction and the conditions under which the same may be constructed and maintained
