An act directing national banks, state banks, private bankers, trust companies, deposit companies, persons, associations, co-partnership and corporations issuing certification of deposit bearing interest or receiving moneys on deposit on time deposits or on time accounts bearing interest to make certain annual reports to the county commissioners and providing a penalty.
