L. 30), entitled "Public School Code of 1949," providing for the creation and operation of community colleges; giving certain powers to the State Council of Higher Education; increasing the power of school districts to levy additional taxes for the operation of community colleges; and providing for certain payments by the Commonwealth for students enrolled in community colleges.
