A Joint Resolution proposing an amendment to article four, section nine of the Constitution of the Commonwealth of Pennsylvania, removing the requirement that certain State officers must give their recommendations before the Governor may grant pardons or commute sentences, and removing requirements of hearing, public notice, and the recording and filing of such recommendations.
