An Act providing for the certification by the Secretary of Health of operators in responsible charge of water supply systems and water treatment plants; specifying the classifications of water supply systems and water treatments plants and the grades of certificates for operators thereof; requiring that only certified operators may operate certain plants and systems; and providing for penalties and civil relief.
