An Act providing for the certification by the Sanitary Water Board of operators responsible charge of sewage treatment plants, specifying the classifications of sewage treatment plants and the grades of certificates for operators thereof, requiring that only certified operators may operate certain plants, providing for revocation and suspension of certificates, and providing for penalties and civil relief.
