An Act amending the act of March 10, 1949 (P. L. 30), entitled "Public School Code of 1949," providing for higher education in the public school system in counties of the second class through the establishment and operation of junior colleges; conferring powers and duties on school directors, county superintendents, county boards of school directors, the Superintendent of Public Instruction and the State Council of Education, and providing for advancements and reimbursements by the Commonwealth.
